Manager, HR Compliance Requisition ID 2020-21306 Overview This position manages the HR Compliance team and is responsible for administration of the HR Compliance Team's various programs. This position is responsible for supervising, training, and developing team members to become more efficient in compliance processes. This position also provides compliance support and direction to various internal departments to ensure compliance with employment laws and HR best practices in the various jurisdictions that Tractor Supply Company operates. This position monitors legal developments, communicates changes, and partners with internal business groups to ensure compliance. Responsibilities
      • Provide compliance support and direction to various internal departments to ensure compliance with employment laws and HR best practices in the various jurisdictions that Tractor Supply Company operates.
      • Manage the daily operation of the HR Compliance Team by overseeing: company drug testing, and motor vehicle records responses; subpoenas and personnel file requests responses; labor law poster compliance, child labor law compliance, I-9 compliance, dispute resolution/arbitration, compliance in the employee handbook, code of ethics, and company policies.
      • Create, propose, audit, analyze, develop, implement and maintain company policies and procedures to ensure compliance with federal, state, and local jurisdictional law.
      • Perform business critical and time sensitive research of federal, state, and local statutes to determine compliance. Analyze and create course of action designed to promote adherence with new and existing laws. Research regulatory rules and monitor government agency and legal websites in search of the latest updates, legal changes, and case laws. Partner with internal groups to ensure compliance and implement change when necessary.
      • Respond to claims and audits filed against the company at the state and federal level.
      • Oversee process audits and development and implementation of changes leading to best practice operations.
      • Manage administration of pre-employment screening and unemployment claims programs. Manage the administration of immigration law program.
      • Aggregate HR data and produce value-added reports, draw conclusions, and make recommendations.
      • Supervise, coach, mentor, and train team to ensure individual professional development and department success.
      • Perform monthly financial analysis of key general ledger accounts to ensure accurate and complete reporting of costs incurred, conduct additional follow up when variances to budget or trends inconsistent with expectations occur.
      • Build and strengthen relationships with other groups and individuals within TSC to ensure the HR Compliance Team and HR Department are viewed as effective and trusted business partners. Qualifications Experience: 6 to 8 years of experience in a Human Resources or Regulatory Compliance position. Education: Bachelor's degree in Business, Human Resources, or related field is preferred. Juris Doctor degree preferred. Any suitable combination of education and experience will be considered. Other knowledge, skills or abilities:
        • Strong leadership, analytical, and problem-solving skills.
        • Strong communication and presentation skills.
        • Strong research capabilities, including the ability to investigate issues, compare alternative courses of action and move to decision making.
        • Ability to think strategically and proactively, and quickly identify risks and solutions.
        • Ability to build strong partner and interdepartmental relationships and contribute to committees and group efforts.
        • Proficiency using Microsoft Office, particularly Word and Excel.
        • Strong knowledge of laws impacting employment and HR best practices.
