Department:Office of Policy & Management FLSA:Exempt Classified: - Salary Grade: PP07 Reports to: Director ofAdministration Salary Range: $139,000 to $167,000 Closing Date: 4/1/22 C097A Adopted- 09/21/1978 Revised- 05/13/1998 Revised- 06/2820/01 Revised- 06/27/2013 Revised- 01/27/2022 DIRECTOR OF OPM GENERAL SUMMARY OF DUTIES Under the general supervision ofthe Director of Administration, plans and directs the preparation of the annualoperating, special revenue, and capital budgets and the continuing analyses ofexpenditures and revenues; prepares forecasts and projections of operatingresults and the City's multi-year financial plan; advises various departmentand bureau heads on the different aspects of budget submissions, documentation,analysis and monitoring; capital project administration; supervises and directsthe staff of the Office of Policy and Management; attends budget meetings andmonthly board meetings as required; does related work as required. - Supervision Received: Under general supervision of the Director ofAdministration. Supervision Exercised: Supervises OPM staff. EXAMPLES OF WORK (Illustrative Only) - Plans and directs the preparation andadministration of the operating, special revenue, and capital budgets of thecity. Works closely with the mayor in developing the budget for submission tothe boards. - Plans, develops, and distributes budgetaryguidelines, controls and procedures utilized in the budgetary process. - Leads and directs performance of managementanalyses, performance audits, benchmarking studies, and performancemeasurement. - Provides quarterly analysis of budgetaryrevenues and expenditures as well as makes annual projections and submits themto department, bureau heads and boards for their review. Use of contingency isalso monitored with reports to the respective boards. - Reviews and audits payrolls, employee benefits,pensions, purchases, and payments. - Monitors year end results and reports to theMayor and Boards. Makes recommendations on the use of fund balance. - Works with the administration and the City'sactuaries to project budget impact of rates and recommends assumptions forpension, OPEB and other employee benefits. - Attends budget hearings, asks questionsregarding budget requests and provides detailed information regarding budgetformulation, revenues, and expenditures. - Works with the Director of Administration onpreparation of the Official Statement and addressing rating call inquiries,while monitoring use of bond issues within appropriate IRS guidelines. - Proposes/recommends budget amendments andadjustments. - Manages the mill rate model used to calculatethe approved annual mill rates by district. - Directs the formulation and preparation ofcharts, graphs, and other visual aids relative to programs, revenues, andexpenditures. - Plans and directs the creation, methodology, andapplication of the central service cost allocation. - Interprets and explains budgetary policies andguidelines to division heads, administrative officials and others participatingin the formulation of the City budget. - Initiates and completes studies concerning thefeasibility of installing or modifying improved accounting and automated budgetreporting systems. - Appears before legislative boards and committeesto answer questions or to provide other necessary information. - Meets with governmental officials to discuss areasof revenue generation for the city. REQUIRED KNOWLEDGE, SKILLS & ABILITIES - Thorough knowledge of the laws, rules andregulation pertaining to municipal finance and the municipal budget process. - Through knowledge of municipal financialadministration, including accounting, budgeting, purchasing, and investing. - Ability to prepare and analyze budgetary data. - General knowledge of financial structure ofmunicipalities from an operational perspective. - Knowledge of departmental administrationprocedures, including planning, coordinating and program evaluation. - Strong ability to prepare complex writtenmaterial. - Ability to manage and supervise. - Ability to deal with a variety of publicofficials, board, and commissions. MINIMUM TRAINING & EXPERIENCE REQUIRED Graduation from an accreditedcollege or university with a bachelor's degree in accounting, finance, orclosely related field and ten (10) years of progressively responsible financialmanagement experience in budgeting and planning, five of which should be inmunicipal finance in a supervisory capacity. A Master's Degree in accounting,finance, business or public administration or other closely related field maybe substituted for two (2) years of experience in financial management or, anycombination of education and experience that is equivalent. Note:Legislative board meetings may be held in theevenings.
