The following statements are intended to describe the general
nature and level of work being performed. They are not intended to

retains the discretion to add or change the duties at any time.
Plans and implements activities related to the procurement of raw
materials, goods and services. Compiles and analyzes statistical
data to determine feasibility of buying products and to establish
price objectives. Approves and qualifies vendors, obtains quotes,
examines bids and makes awards. Follows up on all awards through
completion of order. Negotiates with suppliers and analyzes
suppliers' operations to determine factors that affect prices and
to determine lowest cost consistent with quality, reliability, and
ability to meet required schedules. Reviews proposals, negotiates
prices, selects or recommends suppliers, analyzes trends, and
maintains necessary records. May prepare request for proposals
(RFP) and bid packages. Negotiates and settles with suppliers
regarding damage claims, rejections, losses, return of materials,
over-shipments, cancellations and engineering changes. Follows
applicable anti-corruption ethics, laws, and regulations.
Direct, coordinate and supervise all of the procurement functions
within the Division. This includes but is not limited to:
Coordination of proposal activity.
Assisting buyers and subcontract administrators with resolving
Support, where required, negotiations of subcontracts and purchase
Identify and implement procurement cost reduction efforts.
Actively support development of Lean & Low Cost Suppliers.
Ensure our supplier base meets our program needs with capabilities
Develop and maintain effective processes for Materials sales
Conduct periodic status meetings as required, for communications
between functional and cross-functional areas.
Ensure appropriate purchasing tools are compliant and properly
utilized to meet all established work objectives. Interface with
other departments as required to control and coordinate work
Ensure appropriate compliance for maintaining ISO
Ensure compliance to all F.A.R. regulations and the maintaining of
an approved Purchasing System in support of CPSR (Contractor
Procurement System Review).
Train and develop personnel to maintain a high level of quality and
competence. Give prompt attention and handle complaints and
grievances within the limits of established policy. Develop
recommendations for promotions and wage adjustments. Coordinate
performance appraisals and participate in interviewing job
applicants when appropriate.
Perform other related duties as assigned.
Associate's Degree or Bachelor's Degree with a minimum of 9 years
prior related experience. Graduate Degree with a minimum of 7 years
of prior related experience.
Experience in purchasing, inventory, planning and MRP systems
Must have the ability to market products and identify consumer
Experience working with lean manufacturing processes and
Strong planning, analytical and networking skills required
Strong negotiations skills
Excellent interpersonal and strong verbal and written communication
Works well with management, peers and subordinates
Experience supervising, coaching and developing staff
Microsoft Word, Excel and PowerPoint, Outlook E-mail, Costpoint
