for an Instrumentation & Control (I&C) Systems Engineer with 5
to 7 years of experience to join our Water Business Line in our
White Plains, New York office. This is an exciting opportunity for
an I&C Systems Design Engineer with process control,
automation, and SCADA integration experience to join our team. The
selected candidate will be responsible for I&C and SCADA
design, implementation, and configuration services, and startup
activities for diverse clients and projects for environmental
remediation, industrial & municipal water and wastewater treatment,
conveyance systems, and facilities. Please note that is a hybrid
position that does require travel up to 50% of the time. Role
accountabilities: Industrial Control System (ICS) Design The
successful candidate will interpret instrumentation and control
(I&C) design documents, including P&IDs, SCADA
architecture, and network diagrams. Responsibilities include
coordinating with other disciplines and performing engineering
tasks to develop design drawings and specifications, as well as
managing project construction. The role requires designing control
panel layouts and specifying hardware such as PLCs and ICS
components. The candidate will evaluate client needs, coordinate
with client IT departments, and develop SCADA system network
architecture and design documents. Additional duties involve
developing final control strategies based on process control
narratives and collaborating with other engineering disciplines,
including process/mechanical and electrical. Working closely with
electrical engineers, the candidate will develop control schematics
and interconnection diagrams. Finally, the role encompasses
designing and implementing IT solutions for operational technology
(OT) systems, utilizing both physical and virtualized hardware
platforms. ICS Implementation The candidate will develop PLC
programs and HMI graphics grounded in a thorough understanding of
process and operational requirements, ensuring alignment with
end-user needs throughout development. Expertise in PLC programming
languages such as Ladder Logic, Function Block Diagram, and
Structured Text is essential, with a focus on modular programming,
including add-on instructions and user-defined function blocks.
Responsibilities include developing and maintaining SCADA
applications across multiple platforms, including VTscada,
Ignition, FactoryTalk View, and GE iFIX, to monitor and control
critical industrial processes. The role involves configuring
historical data collection, managing databases, archiving, and
generating reports across various platforms. The candidate will
design, configure, and troubleshoot industrial communication
networks using protocols such as Ethernet/IP and Modbus TCP/IP to
guarantee robust connectivity and data integrity. A strong
understanding and application of ICS software
requirements—including operating system and application
dependencies following manufacturer best practices—are required.
Additionally, the role entails implementing IT solutions using
virtualized hardware platforms and managing Windows Registry, Group
Policies, Active Directory integration, and other security settings
to develop fully functional operational technology (OT) software.
ICS Implementation, Startup, and Testing The candidate will apply
technical experience and expertise to execute I&C and SCADA
projects, including startups and cutovers, while collaborating with
cross-functional teams to integrate control systems and support
commissioning activities. They will interpret industrial control
schematics, MCC drawings, and other electrical diagrams to support
system design, installation, and troubleshooting, and maintain
accurate as-built documentation and configuration management
records. The role requires the ability to self-direct and manage
multiple assignments simultaneously while meeting project schedules
and quality expectations. ICS On-site deployment/configuration The
candidate will demonstrate confidence and sound judgment to make
difficult, on-the-spot decisions in pressurized or emergency
situations. They will travel to client sites and Arcadis office
locations as needed—sometimes on short notice for emergency project
needs—and conduct factory testing, site acceptance testing, field
checkout, and startup of I&C and SCADA systems. The role also
includes developing detailed field reports and providing timely
project updates. Qualifications & Experience: Bachelor's degree in
Electrical, Mechanical, Chemical or Environmental Engineering, or a
closely related field of study. 4 to 7 years of I&C,
automation, and SCADA system design and implementation experience.
In depth knowledge of I&C design documents and their use in
construction. Experience with Microsoft Office (Word, Excel, and MS
Project). Excellent communication skills, both oral and written, as
well as excellent teamwork skills. Preferred Qualifications:
Experience in the water and wastewater industry. Expert level
proficiency with multiple PLC and HMI platforms. Experience in OT
and industrial networks, including radio and cellular telemetry
networks. Experience in OT cybersecurity. Experience in database
management for SCADA systems. Experience in developing bid and
