$130,154/Annually POSITION Under the general direction of the
Director of Administration, responsible for the strategies,
policies, and operational procedures for all City accounting,
treasury, and financial services functions (including accounts
payable, credit/collections, and payroll); responsible for the
management, maintenance and control of financial records;
develops/maintains effective internal control policies and
procedures; oversees annual audit and responsible for all related
public financial reporting requirements; responsible for financial
systems (e.g. HTE, Ceridian, Kronos) required to support City -fs
financial policies and accounting/transactional needs (including
State and Federal mandates); handles cash management and financing
requirements; oversees Internal Audit function; supports
information needs of City -fs actuary and the Rating Agencies; and
all duties as set forth in the Charter of the City of Stamford.
QUALIFICATIONS Applicants must possess a Certified Public
Accountant (CPA) license from the State of Connecticut and have a
four year degree in Accounting, Finance or Business Administration
from an accredited college or university. Ten (10) years of
progressively responsible experience in accounting and financial
management of which three (3) must have been as a Controller or
equivalent senior financial role in a public company and/or in a
municipal, county or state government environment. Requires
knowledge of and experience in designing/implementing/maintaining
effective internal controls, including policies/procedures and
compliance practices; overseeing external audit and internal audit
functions; thorough knowledge of Generally Accepted Accounting
Principles (GAAP) and Government Accounting Standards Board (GASB)
accounting standards; knowledge of principles and practices of
financial management in public or private company and/or municipal
government environment. Must have strong analytical skills,
effective oral and written communication skills and extensive
