Job Title : PROJECT Accountant- Data analytics Job Summary: Reportingto the Controller, the Project Accountant- Data Analytics performs all activities necessary toensure proper financial management and adequate internal controls for the City ofStamford, including the BOE (in conjunction with the BOE Finance Department ashas been done historically). Also includes the continuous development andimplementation of strong internal controls, report design and development, upkeep of written policies , procedures ,and positional responsibilities as required for the Controller's Office, asfollows:

  • The Project Accountant - Data Analytics is expected towork closely with the OPM and the Engineering Dept. as it relates to completedcapital projects for the City, Board of Education, SWPCA, or other cityentities, etc. to update and maintain fixed asset records and accumulateddepreciation, including the quarterl y calculation of depreciation expense.
  • The ProjectAccountant - Data Analytics is expected to assist the Controller's Office staff,including general accounting, accounts payable, payroll and cashmanagement, with data exports, uploads and analysis, data filtering,report design, data cleansing and historical data merges.
  • The ProjectAccountant - Data Analytics is expected to independently conduct complex fiscal,operational and management studies and analyses of various city programs,operations and policies; assists various departments with efforts toreduce costs, increase efficiency and improve internal controls; andassist as may be needed with the preparation of the annual operatingbudget and any quarterly projections or spending updates.
  • The ProjectAccountant - Data Analytics is expected to assist as may be needed with newsoftware system implementations, upgrades, or interface designs. Supervision Received: Under the general direction ofthe controller or designee. Supervision Exercised: Supervises the work of subordinates. Examples of Duties: - Responsible for fixed assetrecordkeeping and reporting, including depreciation expense calculation - Responsible for intangible assetrecordkeeping and reporting, including amortization expense calculation - Prepares quarterly reconciliationof general ledger to fixed asset sub-ledger or module; regularly reviews fixedand intangible asset accounts and initiates journal entries to correcterrors. - Responsible for monthly dataexports and reporting for general accounting and financial reporting, includingP Card allocations, or other expense allocations - Prepares applicable financialreports for timely submission. - Updates audit schedules includinggeneral ledger account roll-forwards, transaction activity account analyses andother reconciliations, - Assists in the preparation ofjournal entries and performs associated tasks necessary to assist in monthlyand year-end closing activities. - Uses system applications orsubsystems to process, record or report transaction activity for any of theareas noted above. - Establishes and maintains acurrent database of software licenses used by the Controller's Office - Drafts software proceduraldocumentation for the accounting system and sub modules currently in use,process descriptions, including internal control assessments and segregation ofduties issues for role-based security - Periodically reviews and updatesappropriate sections of the Controller's Office Accounting Policies &Procedures Manual, including creating forms and templates, as needed. - Performs other related duties asrequired. Knowledge, Skills and Abilities: - Highly proficient in the use of PCsoftware applications including MS Office, MS ACCESS and MS EXCEL - Knowledge of data management and projectmanagement methods and techniques. - Knowledge of automated accounting systemsparticularly cloud-based ERP, such as Oracle ERP, and Ceridian Day Force andWFM - Ability to work independently withminimal direction while keeping others informed of project status and keyconcerns. - Ability to communicate effectivelyboth orally and in writing. - Ability to maintain effective workingrelationships with City departments, the Board of Education, SWPCA and externalcustomers. - Ability to meet multiple deadlinesin a demanding work environment with multiple priorities - Basic knowledge of municipalaccounting and the principles promulgated by the Government AccountingStandards Board (GASB), as applicable, as well as Generally Accepted AccountingPrinciples (GAAP). Minimum Qualifications: Graduation from an accreditedcollege or university with a bachelor's degree in Finance, Accounting, or Businessor a related field and four (4) years ofprogressively responsible experience in the field of financial, operational orprocedural analyses OR a bachelor's degree in an unrelated field and six(6) ye ars of progressively responsible experience inthe field of financial, operational or procedural analyses in a governmentalsetting. NOTE: Experience obtained in a public company or municipal,county or state government environment is preferred.
